Specifications include, but are not limited to: The City of Dover intends to complete a feasibility study and cost analysis to identify future expected costs and options for curbside collection of both solid waste and single stream recycling, including tipping fees and all disposal costs. It is expected that options will evaluate expected costs, continuing as-is with the current PAYT bag program, and open-top recycling bins; but will also include an analysis to switch to a toter based system, employing automated trucks for collection of both solid waste and recycling. There is potential the City may elect to switch to toter-based collections for either solid waste or recycling, but perhaps not both. The Feasibility Study should provide sufficient analysis and cost options to help the City identify options it deems most advantageous.
