Specifications include, but are not limited to: (1) Perform on-site health care facility and residential health care facility inspections/surveys using the survey tool and interpretative guideline provided to the public on the DPHHS home webpage. The inspection/survey process includes, but is not limited to, the following tasks: (a) facility site visits; (b) file and record reviews including personnel files, incident reports, facility policy and procedures and resident medical records; (c) resident, family and facility staff interviews; (d) exit interviews with the administrator and/or facility staff regarding survey findings; and (e) preparation of a report of deficiency in the correct format in the licensing system. (2) perform on-site follow-up inspection/survey visits, including but not limited to, on-site verification of the completion of the Facility's Plan of Correction; (3) perform complaint investigations. An emergency response may be required in situations where prompt action is deemed necessary by DPHHS; (4) attend annual training to qualify to perform the surveys and inspections. The training will provide the Contractor personnel with specific knowledge of state laws and regulations applicable to the licensure of Health Care and/or Residential Care Facilities. The training will be offered in Helena or another location; or offered electronically. Quarterly conference calls may also be used as an ongoing method of training; (5) maintain licensure as a nursing practitioner, a certified physician assistant or a registered nurse, to conduct all on-site surveys, follow-up on-site surveys and complaint investigations; and (6) separately account for the funds for each task order entered into under this agreement.
