Specifications include, but are not limited to: It is the University's intent to enter into an Agreement with Vendor for Federal Agency engagement consulting services. In order to achieve this goal, the Vendor may be requested to provide Services including, but not limited to, those outlined in this section. Vendor must explain their experience and ability to provide each of the the following services.. The Vendor will identify a single point of contact for Task. • Possess, develop, maintain and communicate a deep professional understanding of federal agency matters of importance to the University’s federally sponsored activities . These matters include but are not limited to: federal research funding and the conduct of research; health care and translational medicine; intellectual property; human resources; education policy, financial aid, and academic business and finance issues, including facilities and administrative costs. • Assist the University in developing its list of priorities and tactics for engagement with federal sponsors, and identify key agency personnel for engagement, develop action plans for interaction, including scheduling and arranging university leadership, faculty, and professionals’ visits with agency personnel as directed. • Monitor Congress and federal agencies to identify activities of interest to the University, make recommendations regarding the advocacy efforts or activities that would be beneficial to the university's research interests, and suggest ways that the university might best represent itself and its concerns. The vendor will assist the university in establishing action plans and measurable benchmarks for its priorities. Identify potential federal agency funding opportunities in a manner that allows sufficient time for the university to respond to the sponsor. • Identify, analyze and explain proposed research policy changes that may affect the university, and inform the university of changes to federal legislation, regulations, or policies that could impact the university’s research mission. • Communicate, and report to the Director of Research Development and designated staff. Meet with university academic leadership as directed to brief them about recent activities and emerging issues, to ensure that the federal agency engagement efforts of University officials and the Vendor will be coordinated.
