This solicitation seeks interested partners to be included in a Concept Paper for a federal grant application to the U.S. Department of Energy. Pursuant to §3-122-16.31, Hawai‘i Administrative Rules, the Hawai‘i State Energy Office (HSEO), an attached agency of the Department of Business, Economic Development, and Tourism, is seeking teaming partners to collaborate on a Hawaii Pacific Hydrogen Hub project Concept Paper and a potential subsequent Full Application in response to the United States Department of Energy (USDOE) Office of Clean Energy Demonstrations (OCED) funding opportunity announcement (FOA) number: DE-FOA0002779, Bipartisan Infrastructure Law (BIL) Section 40314: "Regional Clean Hydrogen Hubs.” A “regional clean hydrogen hub” is defined as “a network of clean hydrogen producers, potential clean hydrogen consumers, and connective infrastructure located in close proximity that: demonstrably aid the achievement of the clean hydrogen production standard developed under section 822(a) of the Energy Policy Act of 2005 (EPAct 2005), as amended by Section 40315 of BIL; demonstrate the production, processing, delivery, storage, and end-use of clean hydrogen; and can be developed into a national clean hydrogen network to facilitate a clean hydrogen economy.”
