Specifications include, but are not limited to: The Rhode Island Airport Corporation (RIAC) is seeking Requests for Proposals (“RFP”) from experienced qualified professionals for the completion of an Employee Compensation and Benefits Study. The purpose of this Compensation and Benefit Study is to address changes in the airport industry operations and staffing, to allow RIAC to remain competitive with like businesses, and to help retain and recruit top level talent while remaining fiscally responsible. RIAC’s objectives are to: 1. Attract and retain qualified employees; 2. Provide salaries commensurate with assigned duties; 3. Maintain a competitive position with other comparable airports and transportation providers. 1. Develop a work plan which includes milestones and a timeline. The timeline should be driven by RIAC’s need to complete the study by March 31, 2023. a. Assume frequent updates to the Vice President, Human Resources & Internal Legal Affairs. b. Target milestones are noted below. Firms should note any deviations from this schedule in their response: i. Project Initiation and Administration – 15 calendar days ii. Job Description Review and Staff Interviews (if needed) – 30 calendar days iii. Salary and Benefits Study of Benchmarks – 45 calendar days from completion of (ii) iv. Draft Report and Spreadsheets – 15 calendar days from completion of (iii)l v. Final Report – 7 calendar days from receipt of feedback from RIAC 2. Provide all project work, communication materials and related information to Human Resources to become RIAC property. 3. Review all job descriptions. a. Recommend updates to job descriptions to uniformly reflect the distinguishing characteristics, essential job functions, minimum qualifications (education/experience and knowledge/skills/abilities), working conditions (physical demands, work environment, and travel requirements), and certification/licenses/registrations requirements for classification as needed. b. Review FLSA status (exempt/non-exempt) for Non-Union positions. c. Present proposed recommendations to the Vice President, Human Resources & Internal Legal Affairs for review prior to making any final classification determinations.
