Specifications include, but are not limited to: The intent of this contract is to supplement staff resources for a variety of transportation planning needs. It is anticipated work will generally be as-needed, short duration tasks, but on occasion there may be larger long-term projects assigned. Tasks may support various modes including highway, aviation or marine and harbor facilities. Tasks and deliverables will require working with a wide variety of Department technical disciplines and the public. Tasks anticipated include, but are not limited to: Community Needs Assessment and Project Support: o Support as needed for community and stakeholder coordination o Maintaining needs list and corridor plans o Development of surveys and questionnaires o Drafting or reviewing and project agreements o Preparing planning or design project initiation packages o Preparing project nominations and background reports o Preparing or reviewing planning-level Scopes, Schedules and Estimates o Collecting and assimilating data for all of the above Funding Program Management and Administrative Support: o Support for preparing and reviewing funding obligation planning and documents necessary for managing funding programs, including the Statewide Transportation Improvement Program, the Aviation Improvement Program, and the state capital budget o Financial tracking across various funding programs o Various electronic and paper file organization and conversion of paper files to electronic format Technical Planning Functions: o Preparation of maps or data integration into GIS format o Research and preparation of white papers on policy issues o Website content for handoff to department Information Technology staff o Preparation of procedures and guidelines, and recommendations for process standardization o Peer review and comment of technical planning documents prepared by others. This agreement will not be used for area plans or airport master plans but may be used to support Department review of such plans.
