Specifications include, but are not limited to: The City of Derby, Kansas, hereinafter referred to as the “City”, is seeking proposals from qualified Consultants/Firms to conduct a total compensation study, as outlined in the scope of work. The selected consultant will also be responsible for reviewing and providing recommendations on all pay related policies and procedures. The tangible deliverables expected include, but are not limited to the following: • Pay plans for positions that support internal equity and maintain external competitiveness; • Recommended applicable policies, procedures and guidelines for ongoing effective salary administration and pay plan maintenance. • Recommended changes or additions to all pay related policies and procedures. • Evaluation of total compensation to include pay and benefits and recommendations for balancing costs, while maintaining a competitive advantage over other cities and counties. The resulting recommendations will be expected to address existing salary relationships between employees, offering recommendations as necessary regarding adjustments for pay equity. The successful proposal will provide a methodology for fair and equitable pay progression, benefits, and incentive rewards for employees. This recommended system needs to be market-responsive, equitable, and fair while valuing employee performance.
