Specifications include, but are not limited to: The City of Saco, Maine ("Saco", "City", or "Owner") is requesting qualification statements and a detailed proposal from General Contractors (GC) to provide pre-construction and general contracting services for the Saco Water Resource Recovery Facility Upgrade Project ("Project") using the Construction Manager at Risk ("CMAR") method of project delivery. Saco is looking to leverage a CMAR Contractor's ("Proposer"; "Contractor"; "Respondent"; “CMAR”; “CM”) input on project design to optimize constructability to maximize project scope within the City of Saco, Maine's available funding. • replacement of aging equipment and tankage, • hardening of the site/facilities against sea level rise and flooding from wet weather events, including re-grading and site work associated with elevated road access, and elevating sections of the site, • increasing treated peak flow capacity from 8.4 million gallons per day (MGD) to 12 MGD, • a new headworks building and equipment to improve screening and grit removal, • upgrading the secondary treatment system to an advanced aerobic granular sludge technology with nitrogen removal (AquaNereda), including all piping, equipment and controls, • site and Front Street grading to address tidal flooding, • repurposing of existing tanks for wet weather storage and reduction of CSOs, • disinfection upgrades, • biosolids processing upgrades, • plant access road removal and replacement through the middle of the site, • increasing green space on site, • increasing green space in riverfront public access area, • addition of public bathroom facilities, • hardened walking path in public riverfront area
