Specifications include, but are not limited to: The purpose of this study is to provide guidance on the optimal future operating state of the North Dakota Parks and Recreation Department’s (NDPRD) marinas. NDPRD operates 4 marinas distributed over 3 of its 13 state parks (see figure below). With aging infrastructure, challenges from high water level fluctuations and a need to modernize its business policies and practices, including fee structures, the Department is commissioning this study to provide both a strategic outlook on long term viability as well as tactical recommendations on interim actions and measures of the resource requirements for both. The study will address the question of whether NDPRD should be in the business of operating marinas and if so, what should that look like to maximize revenue and minimize operating costs, while serving the broadest range of constituents, as well as the capital and operating resources required to ensure a safe, viable service.
