Specifications include, but are not limited to: The Department of Health, Adult Mental Health Division (AMHD) is requesting proposals for an Electronic Health Records (EHR) system to support its delivery and documentation of communitybased, inpatient, and outpatient services. Any award will result in a contract for these services for these services for used by AMHD. The AMHD is seeking to develop a long-term relationship with an EHR vendor that provides the critical services in the area of clinical documentation, patient scheduling, and care coordination. The goal, ultimately, is to procure a product that facilitates effective care delivery and coordination, particularly as we look to share data electronically—both directly and via a Health Information Exchange. We are seeking a relationship with a vendor that will support our needs today, and that will be capable of supporting the growth and development as we continue to see changes to the broader healthcare and health IT environment in Hawaii and the United States. The goal of this RFP is to procure a complete state-of-the-art EHR which will support delivery and documentation of services, as well as collaboration between crisis line, outpatient and inpatient state operated services and purchase of service providers, third party outpatient, inpatient and inpatient pharmacy billing, utilization management and claims payment, e-Prescribing and inpatient medication services including order entry, electronic medication administration recording, medical device integration, laboratory results interface, Health Information Exchange interface, integrated pharmacy management and automated dispensing machines and both provider and patient portals. The EHR must be available twenty-four (24) hours a day, seven (7) days per week. Contracted providers may use the provider portal to input claims and clinical information but an option for them to interface with the EMR at their own expense is desirable, as well.
