This is a SOURCES SOUGHT SYNOPSIS. This is for market survey only; therefore, do not request a copy of the solicitation. No proposals are being requested or accepted with this synopsis and no contract shall be awarded from this synopsis. The U.S. Air Force, Grand Forks Air Force Base (GFAFB), has been tasked to identify potential sources, market capabilities and market conditions that has the capability to fulfill a requirement at Grand Forks AFB, ND. The requirement is as follows:
The contractor shall procure, install and integrate updates to hardware and software comprising the Cimplicity HMI system used to monitor and control the Power Plant at Cavalier Air Force Station. This effort includes the purchase of computer hardware to replace Dell computers purchased in 2010, which are no longer supportable. Effort also includes, but are not limited to, updates to Cimplicity HMI, PAC Machine Edition, Windows server and Windows 7 software packages, all of which are multiple revisions behind in required updates. Effort includes labor to support programming and software editing necessary to integrate said software with the power plant's electro-mechanical systems.
The North American Industry Classification System is 541519-Other Computer Related Services. Reimbursements will not be made for any cost associated with providing information in response to the sources sought or any follow-up information request. The purpose of this source sought is to gain knowledge of interest, capabilities and qualifications of members of both the Small Business Community, to include Section 8(a), Historically Underutilizes Business Zones (HUBZone), Service Disabled Veterans-Owned Small Business (SDVOSB), and Economically Disadvantaged Women Owned Small Business’s (EDWOSB) to compete for this requirement.
Any information received will be reviewed for informational purposes. The type of solicitation to be issued will depend upon the responses to this sources sought synopsis. The Government must determine and ensure there is adequate competition among the potential pool of interested, capable commercial companies.
