Specifications include, but are not limited to: The purpose of this Request For Proposal (hereafter referred to as “solicitation”) is to obtain proposals from qualified bidders to provide California Highway Patrol (CHP) and the State of California (hereafter referred to as “State”) with Emergency 9-1-1 and Radio Dispatch Audio Logging System; The California Highway Patrol (CHP), Communications Centers Support Section (CCSS), requires the services of a company to provide a modern Commercial-off-the Shelf (COTS) Audio Logger (AL) System to replace the existing, near end-of-life recording system. The CHP currently maintains 24 Communications Centers (CCs) that are strategically located throughout the state. The 24 CCs serve the public and allied agencies as primary Public Safety Answering Points (PSAPs), receiving incoming 9-1-1 and other emergency and non-emergency calls for service, dispatching and maintaining the status of all field personnel, and monitoring all radio transmissions. All CCs are equipped with a primary and redundant AL system to capture recordings of all configured incoming and outgoing calls and radio transmissions between CHP dispatchers, the public, CHP field personnel, and allied agencies. Currently, the CHP is looking for a new AL system to replace its existing legacy AL system, which is nearing end-of-life. There are many reasons for the capturing and archiving of all configured telephone and radio communications on the AL system, including monitoring compliance, quality assurance, recording of critical incidents, domestic violence related calls, and responding to PRA (Public Records Act) requests. Additionally, these recordings are routinely used for evidentiary purposes in court cases and allegations of misconduct. This Statement of Work (SOW) describes the services the Contractor shall provide for the CHP, including the design, configuration, testing, and implementation strategy for an AL system to service each CC as well as provide an aggregated system located centrally, or accessible to, the CHP Headquarters in Sacramento California.
