Specifications include, but are not limited to: The Vermont Agency of Education (AOE) is required by the U.S. Department of Education— Office of Special Education programs (OSEP) to conduct an annual independent external evaluation of all program components funded by the Vermont State Personnel Development Grant (SPDG) award (CFDA 84.323). As a result, the Vermont AOE is seeking proposals from qualified individuals or organizations (Contractor) that can support the Agency to conduct the required independent evaluation of all program components and related activities of the SPDG. Contractor will provide support and guidance around the evaluation requirements of OSEP. Proposals should demonstrate broad expertise and experience related to independent evaluation using objective performance measures that are clearly related to the intended outcomes of the project and will produce quantitative and qualitative data to the extent possible; pecific responsibilities include, at a minimum, the following: 1. Contribute evaluation expertise to State SPDG Implementation Team 2. Support the SPDG Director 3. Identify necessary adjustments to program activities 4. Coordinate directly with SPDG contracted trainers and coaches 5. Develop and disseminate resources that provide visual representation of the evaluation data for multiple audiences 6. Develop & manage coaching logs for contracted coaches 7. Update project logic models as needed
