Specifications include, but are not limited to: The Vermont Agency of Education seeks proposals for a comprehensive analysis of how SU/SDs have invested their ESSER funds, as well an evaluation of the impact of those investments on students and educators through two critical topics: 1. A programmatic analysis of LEA (Local Education Association or SU/SD) ESSER applications to identify where investments are being made, cross-walked with any local or state assessment data to identify any measurable impacts. This analysis should include: a) a synthesis of any national data on best practices or effective use of ESSERfunded programs with specific details and recommendations for implementation; b) a cross-walk of these national data with Vermont-specific investments made by SU/SDs; c) a qualitative analysis of how SU/SDs have implemented promising investments and their impacts; d) a summary report with specific recommendations on promising investments and their impacts. 2. A fiscal analysis of SU/SD ESSER investments and potential budget impacts including: a) An analysis of budget details for each of the three ESSER funds by LEA (51 in total) with identification of potential fiscal impacts; b) A summary report of any returned or rolled over Title, IDEA, Perkins, “regular” federal funds in the past 3 state fiscal years to identify patterns of underutilization that could be maximized after ESSER funding sunsets; c) A cross-walk of 2(a) and (b) with 1(c) and (d) to identify potential areas for future investment using other federal funding sources; d) A report for each SU/SD summarizing 2(a-c).
