Specifications include, but are not limited to: The City of New Orleans (City), acting by and through the New Orleans Aviation Board (NOAB), is requesting submittals from firms (Proposers) to provide underwriting services. Proposals are requested to be submitted from individual underwriting firms only and not from joint ventures, partnerships, or a firm proposing to engage other firm(s) to provide underwriting services on its behalf. Pursuant to this Request for Proposals (RFP), NOAB expects 1) to form a pool of underwriters from which syndicates will be selected for bond issuances during the five-year term of the award and 2) to select a syndicate for the upcoming Series 2023 bond issuance. Underwriters selected to serve in the syndicates will work with management, the financial advisors, and counsel on the NOAB’s bond transactions. Underwriters will be selected for a particular bond issue based on the experience and expertise of the firm and the type of bond and financing structure under consideration. Such selection may be made with or without the issuance of a subsequent RFP with respect to the specific transaction or the need for interviews. The term shall be a period of five (5) years at the sole discretion of NOAB. The NOAB reserves the right, in its sole and absolute discretion, to add or remove firms from the pool during the term for any reason and no rights are created by a firm’s selection to participate in the pool of firms or as part of the Series 2023 bond transaction. The highest ranked firm selected from all proposals received through this RFP is expected to serve as the senior manager of NOAB’s Series 2023 bond transaction and lead the underwriting team. Additional firms will be selected to serve as part of the Series 2023 underwriting team. All proposals received will be ranked according to the criteria in Section VI below. The highest ranked firm within each listed category is expected to serve as a co-manager on the NOAB’s Series 2023 bond transaction and a member of the underwriting pool. The City/NOAB reserves the right to select one or more or none of the highest ranking National, Regional and/or firm that meets the Diversity and Economic Inclusion criteria set forth in Section IV below. firms responding to this RFP to serve as co-senior manager and/or comanager. During the tenure of the pool, firms may serve as senior manager or comanagers on future transactions.
