Specifications include, but are not limited to: 4.2.1 Acquire and demonstrate a command of the current KDOC practices, policies, and procedures as they relate to staff recruitment, recruitment marketing, data gathering, data dissemination, data reporting, and staff retention. 4.2.2 Gain a working command of the limitations around current recruitment, recruitment marketing, and staff retention policies and practices as well as opportunities and limitations around tactics and strategies that can and cannot be used by KDOC due to rules, regulations, and statutes. 4.2.3 Acquire and demonstrate a proficient understanding of the current recruitment and retention challenges faced by the KDOC for each of the classifications listed in sections 4.1.1 through 4.1.6 4.2.4 Acquire and demonstrate a proficient understanding of the competitive landscape and related challenges as it relates to law enforcement and corrections agencies and private sector businesses that compete for the same or similar pool(s) of human talent within the state of Kansas. 4.2.5 Demonstrate a comprehensive knowledge of the locations of the various KDOC facilities and the required staffing for each job classification listed in sections 4.1.1 through 4.1.6 for each facility and parole office. Contractor to demonstrate an understanding of both the general as well as unique staffing challenges in each facility and parole office. 4.2.6 Provide evidence-based recommendations and strategies for how KDOC can improve recruitment and retention. Contractor must use data and demonstratable support for recommendations that include both online (digital) and offline (in person) options; and 4.2.7 Compile and present the findings to KDOC leadership.
