Specifications include, but are not limited to: The New Mexico Department of Transportation (NMDOT, Department or Agency) is requesting proposals from qualified Offerors to provide Bridge/Structural Design Services Statewide On-Call for addressing project development and program needs. The work will focus on complying with Federal Highway Administration. This work will be performed statewide as an on-call basis. 1. Bridge Design Services a. The Engineer shall perform all the necessary tasks required to prepare construction ready document packages and required computations when appropriate. All design services shall be performed in accordance with NMDOT Bridge Procedures and Design Guide and Amendments and AASHTO LRFD. The version of these documents that is most current at the time of task order notice to proceed shall be used. b. The work may include bridge scour screening or structural seismic screening assignments. c. Reviewing and redlining design computations and plans of structures designed by others may also be required. d. Cost estimates may be requested for various bridge/structural projects. 2. Bridge Management Service a. Assessing the condition of existing bridges/structures and recommending actions for remediation is anticipated. b. National Bridge Inventory inspections and/or other field inspections. These inspections are anticipated to be one-to-three-day trips. Inspection work is not anticipated to be a major portion of this contract. c. Structural damage assessment and recommendations to correct such damage may be required. d. Assessing bridges rated as “structurally deficient” and providing recommendations for remediation may be required. e. Bridge load ratings and bridge strengthening to increase bridge load ratings may be assigned. Load Ratings and analysis must be performed utilizing the AASHTOW are Bridge Rating program unless the State Bridge Load Rating Engineer approves the use of an alternate program. f. Field work to analyze and test existing bridges to justify new bridge load ratings may be assigned. g. The Engineer may be asked to perform measurements for vertical and horizontal clearances in congested areas for bridge and/or structural features. Field notes as well as photo documentation may be requested by the NMDOT. h. Inspection Services for segmental bridges may be required. i. Drilling arrest holes at the tip of a fatigue crack in steel structures may be assigned. This will require individuals have experience with drilling these arrest holes in steel structures. If the Consultant firm does not have anyone on staff with experience with drilling these arrest holes, a sub-consultant with such experience should be listed in the Consultants proposal. 3. Other Tasks a. Request for Information (RFI’s) and shop plan reviews may be requested for various projects. b. Writing and/or modifying specifications may be included as work assignments. c. Developing and/or updating NMDOT Bridge Bureau guides, procedures, and/or processes. d. Electronic renderings of the new/modified bridge/structural work and related improvements may be requested. Provide electronic “drive-through” renderings of bridge related proposed work. e. Phase III services/construction support may be required. f. Roadway and traffic design services necessary to support bridge projects may be required. g. Precast and steel inspections of structural elements at fabrication facilities. 4. Deliverables: All deliverables must include the project control number in the subject line. Deliverables may include, but are not limited to: a. Deliverables as established by the NMDOT Bridge Procedures and Design Guide and Amendments b. Written reports of findings with recommendations c. Written inspection reports d. Scheduling and documenting required meetings e. Redline and/or tabulated feedback on design documents prepared by others f. Cost estimate backup documentation g. Bridge load ratings h. Written submittal review response
