Specifications include, but are not limited to: The purpose of this request for proposal (RFP) is to select a qualified party to work with county staff to deliver training to law enforcement officers and public safety professionals in domestic terrorism and hate groups, on site at the Berkeley County Sheriff’s Office; The expected outcomes of this training for law enforcement officers and public safety on an overview of numerous domestic terror groups and criminally subversive subcultures encounter by law enforcement professional on a daily basis; provide a definition of violent extremism and have a focus on identifying individuals and groups that attempt to advance social or political beliefs through force or violence; expanded knowledge of the First Amendment and the Constitutional protections afforded to all groups; able to identify racially and ideologically motivated behavior and discern between criminal activity and First Amendment protected speech and actions. A. Identification of racially motivated violent extremism and associated ideologies, B. Recognize and understand the numerous criminal subcultures and extremist groups living and operating in our jurisdiction, C. Understand and predict the dynamics of encounters with the various criminal subcultures presented, D. Complete safe, competent and thorough investigations involving criminally subversive groups and/or racially motivated individuals, E. Define, explain, and train other on the recruitment tactics and social media platforms most commonly used by the groups discussed, F. Provide 3 classes, in order for all shifts to attend, G. Training to take place on site at the Berkeley County Sheriff’s Office before September 30, 2023.
