Specifications include, but are not limited to: The Idaho Department of Water Resources has requested an exemption from competition for the purchase of UiPath Automation Software. If approved, an exemption from competition may allow the agency to procure the property with limited or no competitive process. Exemption from competition is at the discretion of the DOP Administrator. In the interest of transparency, DOP is offering suppliers the opportunity to review this requested exemption and provide relevant information. The decision remains discretionary, and suppliers have no right to appeal the Administrator’s decision. IDWR procured UiPath prior to IT consolidation. UiPath moved from a node-locked license to a user subscription license model in 2020-2021. ITS renewed the subscription last year. Without IDWR or ITS understanding the impact of the new subscription pricing on the 5-year total cost and believing it was below the small purchase limit. This year we discovered it is not on contract under the SHI reseller agreement as IDWR previously understood, and now the 5-year total cost exceeds the small purchase limit. The renewal expires on October 14, 2022.
