Specifications include, but are not limited to: The SMS is requesting proposals for the performance of environmental services. These services may include site assessments, including Brownfields, polychlorinated biphenyls (PCBs) investigations, environmental investigations, and remedial tasks. a) Phase I Environmental Site Assessment (ESA) In accordance with the appropriate ASTM standard, the Phase I Environmental Site Assessment shall identify, to the extent feasible, recognized environmental conditions in connection with the property by means of records review, site reconnaissance, and interviews. b) Site Specific Health and Safety Plan (HASP) Performance of the site investigation requires the Contractor to prepare a site-specific Health and Safety Plan which complies with the requirements of 29 CFR 1910.120. The Plan shall be designed to identify, evaluate, and control safety and health hazards, and provide for emergency response for hazardous waste operations. In all cases Vermont Occupational Safety and Health Administration (VOSHA) worker safety requirements must be met and will be the responsibility of the site investigation Contractor. c) Work Plan and Cost Estimate Site investigation activities require the preparation of a site investigation work plan, which describes in detail the proposed methods of investigation. The activities performed by the Contractor as part of the investigation should be selected to effectively evaluate recognized environmental conditions. The work plan shall include a cost estimate and schedule for the investigation. The work plan shall be submitted to and approved by the DEC project manager prior to the start of work. d) Site Investigation A site investigation shall be performed to determine the type, sources, degree and extent of contamination at a site, and to collect the required data for development of a remedial plan. Contractors shall have their Standard Operating Procedures for sample collection made available to the State upon request. The Contractor shall be capable, at a minimum, of performing the following site investigation activities: i. Site plan and map preparation (potentiometric surface, iso concentration, and geologic maps) ii. Site surveys (physical, geological, and geophysical features) iii. Identification of actual and potentially hazardous waste sources iv. Installation of monitoring wells, piezometers, test pits or other exploratory techniques v. Collection and analysis of soil, soil vapor, sediment, water and air samples vi. Determination of site specific geologic and hydrogeologic characteristics vii. Determination of receptors impacted or threatened by contamination viii. Determination of exposure to released contaminants ix. Ability to provide field screening and field analytical services. e) Final Report The Final Report shall meet all the requirements of the DEC Investigation and Remediation of Contaminated Properties Procedure. f) Evaluation of Corrective Action Alternatives and Corrective Action Plans The Contractor shall be able to conduct Evaluation of Corrective Action Alternatives (ECAA) and Corrective Action Plans (CAP) in accordance with the DEC Investigation and Remediation of Contaminated Properties Rule. ECAA and CAP documents must be prepared to include the development plans for the project, if applicable. i. All ECAAs and CAPs shall include strategies and practices that reduce the environmental footprint during cleanup and restoration activities, to the extent feasible. ECAA and CAP documents shall use practices from the United States Environmental Protection Agency (EPA) Clean and Greener Policy for Contaminated Sites dated February 2012.
