Specifications include, but are not limited to: 3.1 In connection with the elections to the Board of Trustees of SDRS, SDRS is seeking an election administrator to provide the following services: 3.1.1 Contract with qualified vendors for the printing of mailing envelopes, election ballots with appropriate security measures, candidate newsletters, and instructions on election procedures as provided by SDRS, and business reply return envelopes. 3.1.1.1 The total number of ballots on any given year are estimated to be: * 2023 Election — 5 elections, approximately 8,900 candidate newsletters and 0 to 8,900 ballots based on number of contested elections: Class B PS - ~3,800 Municipal - ~4,800 County Commission - ~65 Judges, Justices, Magistrate Judges - ~65 Elected Municipal Official - ~150 2024 Election — 4 elections, approximately 17,000 candidate newsletters and 0 to 17,000 ballots based on number of contested elections: County employee - ~3,850 School Board - ~150 State Employee - ~8,600 Board of Regent - ~4,400 2025 Election — 3 elections, approximately 52,500 candidate newsletters and 0 to 52,500 ballots based on number of contested elections: Teachers - ~15,050 Retirees - ~28,850 State Employee - ~8,600 2026 Election — 2 elections, approximately 27,750 candidate newsletters and 0 to 27,750 ballots based on number of contested elections: Teachers - ~15,050 Classified - ~12,700 *These are only estimates and are subject to change. 3.1.2 Affix addresses provided by SDRS to ballot envelopes and mail ballots to eligible voters by May 1st. A signed confidentiality agreement will be required. First-class postage shall be provided by the election administrator. The postage shall be billed separately and paid by SDRS. Postage for return of voted paper ballots is required. 3.1.3 Act as receiving agent for all votes cast and for returned and/or completed paper ballots. 3.1.4 Provide eligible voters with the choice to vote by paper ballot or electronically with proper security to allow only one ballot/vote per eligible member.
