Specifications include, but are not limited to: Through this Request for Proposal (RFP), the City of Bloomington (hereinafter the “City”) wishes to establish an operations and maintenance service agreement with a qualified service provider for city-owned solar panel installations located throughout the county at various locations owned or maintained by the City. 1.2.1 Corrective Measures The selected Contractor will perform any corrective services necessary to bring the solar facilities into full operation including, but not limited to: a) Corrective maintenance (including any necessary repairs or replacement) to mitigate any risk to the system or minimize downtime. b) Corrective maintenance of power conversion devices. If appropriate, verify all micro-inverters and optimizers are functioning correctly. c) Installing and maintaining any replacement inventory of panels from city inventory. 1.2.2 Ongoing Operations & Maintenance (O&M) Services Operations and maintenance services shall include but may not be limited to the following: a) Online monitoring of SolarNOC alerts and alarms. b) Performance monitoring, notification, and troubleshooting – must have personnel available to notify the City designated contact of an outage or decrease in system production within 2 hours and deploy qualified personnel within forty-eight (48) hours. c) Verification of safety devices. If appropriate, verify operation of rapid shutdown services. d) System performance reports that verify actual production to predicted production under GESC contract, as well as verification of net metering credits generated. e) Annual preventative maintenance and inspections to identify and fix problems before problems occur, including infrared photography for hot spots, manufacturer recommended maintenance, hardware torque checks, and array cleaning of build up or debris. f) Creation of communication protocols for addressing customer service issues.
