Specifications include, but are not limited to: The City of Pawtucket soliciting proposals for consultants to assist the City with U.S. Department of Housing and Urban Development. This is a Request for Qualified Consultants (QC) to prepare and submit a Statement of Qualifcations to provide Comprehensive Consulting services for the City of Pawtucket (the City) Department of Planning and Redevelopment (the Department) as it relates to assisting the City in fully complying with all policies, procedures, reporting, and compliance for the CDBG, CDBG Covid, HOME, HOME ARPA, and ESG related programs that are administered through the Department of Planning and Development. They will also be required to provide Economic Development/Small Business Engagement services. As needed, QCs will collaborate with the Department on the following. The QCs will work under the assistance and guidance of the Director of Planning and their designated staff. o Develop Policies and Procedures, forms and documents as they relate to the program and subrecipient grant awards o Provide guidance on developing HUD-CDBG compliant projects and activities o Support the development of annual action plans and substantial amendments o Assist in preparing State and Federal reports o Prepare Environmental Reviews o Conduct timeliness spend down review o Oversee subrecipient monitoring o Review requests for reimbursement, backup documentation for accuracy o Provide workshops for public education purposes as it relates to CFR 24 Part 570 o Train staff in policies and procedures
