Specifications include, but are not limited to: The subject of this solicitation is the Green River Reservoir Dam and Dike located in the Town of Hyde Park, Vermont. The dam and dike are currently owned and operated by the Morrisville Water and Light Department (MWL), a municipal utility, and the impoundment created by the dam supports a state park run by the Vermont Agency of Natural Resources (ANR). The Vermont legislature has directed ANR to explore short- and long-term benefits and costs of State ownership of the dam and dike. Accordingly, ANR is seeking technical and fee proposals from qualified engineering consultants experienced in alternative analysis/cost benefit analysis for dams. Specific experience and expertise in the following tasks/areas is desired: Federal Energy Regulatory Commission (FERC) processes including decommissioning of hydroelectric dams, permitting, dam valuation, cost benefit analyses, alternative analyses, and estimation of present and future operation, maintenance, regulatory compliance, and rehabilitation costs; concrete arch and earth embankment dams, hydroelectric projects, dam inspection, risk assessment, hydrologic and hydraulic (H&H) analyses, dam failure analyses, flood inundation mapping, flood impact/downstream consequence analyses, structural investigation and analysis of arch dams and earth embankment dams, and geologic and geotechnical assessment.
