Specifications include, but are not limited to: The services resulting from this RFP will provide a programmatic review of the Department’s current PASRR program by evaluating and analyzing PASRR policies, procedures, and utilization of Specialized Services inside and outside of the State. In addition, the PASRR program review shall include a gap analysis of the Department’s policies and procedures related to the intersection of HCBS, coordination of Specialized Services, service reimbursement, and continuity of care for qualified individuals supported with community-based services prior to seeking NF admissions or those who will need community-based services when transitioning back to the community. The PASRR program review shall meet three (3) objectives: Identify areas for improved compliance with the Federal Code of Regulations; Strengthen access to Specialized Services; and Identify opportunities for NF diversions and community transitions to strengthen the intersection of Maine’s PASRR and HCBS programs.
