Specifications include, but are not limited to: 4.4.1. Goal 1: High School College- and Career-Readiness Assessment The Vendor should provide a detailed description of the Vendor's ability to meet the minimum requirements to deliver a high school college- and career-readiness assessment administered online with paper test administration for students who require paper delivery ( e.g., students with large print or braille accommodations, students who do not use computers for religious reasons, or students who have seizures when using a computer). The Vendor's response should address each item only where Vendor Response is indicated. 4.4.1.1. Test Description The Vendor should provide a detailed description of its high school college- and careerreadiness assessment by addressing each of the following: 4.4.1.1.1. Test design for online administration. 4.4.1.1.2. Testing time for each content area test. 4.4.1.1.3. Inclusion of items in English language arts (ELA) to produce a single ELA 4.4.1.1.4. 4.4.1.1.5. 4.4.1.2. Test Items score. Inclusion of items in math to produce a single math score. Inclusion of items in science to produce a single science score. The Vendor should provide a detailed description of the item development process to replenish its item banks each year by addressing each of the following: 4.4.1.2.1. The use of Universal Design for Learning. 4.4.1.2.2. Item specifications. 4.4.1.2.3. Items for ELA (Provide two samples of each item type). 4.4.1.2.4. Items for math (Provide two samples of each item type). 4.4.1.2.5. Items for science (Provide two samples of each item type). 4.4.1.2.6. Reviews of items for bias, fairness, and sensitive issues. 4.4.1.2.7. Reviews of items for accessibility. 4.4.1.2.8. Field testing of new items. 4.4.1.3. Alignment to State Standards The Vendor should provide a detailed description of how the Vendor's test aligns to the West Virginia content standards by addressing each of the following: (The Agency will select the external Vendor to conduct an independent, external alignment study.) 4.4.1.3.1. The Vendor should provide a detailed description of the process the Vendor used to conduct any internal studies aligning the Vendor's test to West Virginia content standards. 4.4.1.3.2. The Vendor should provide a detailed description of how the Vendor's internal alignment studies correlate to the West Virginia content standards 4.4.1.3.3. 4.4.1.3.4. The Vendor should describe how the Vendor will work with the Agencyselected third-party vendor to conduct an external alignment study. The Vendor should provide a detailed description of how it will work with the Agency to address any gaps identified in the external, independent alignment study.
