Specifications include, but are not limited to: Bids will be evaluated according to the bid specifications and other relevant factors, including but not limited to: • Organizational Stability and Experience • Total Cost - Administrative Fees and Performance Guarantees • Competitive Multi-Year Pricing • State of the art administrative and claim paying services • Ability to implement the State’s Flexible Spending Account program, including Debit cards, timely and accurately with a minimum of disruption. • Ability to accurately administer State’s Flexible Spending Account plan. • Ability to accept eligibility feeds from the State’s Human Resources system (PeopleSoft HCM) • Data reporting • On-line systems to facilitate online eligibility reporting and claim payments • Adherence to State’s contracting requirements, including Attachment C • Bidders must include in proposals all information requested in this RFP.
