Specifications include, but are not limited to: A. Business Requirements 1. Provide a Lead Poisoning Case Management and Surveillance software solution which: a. Accommodates the Maine CDC’s Childhood Lead Poisoning Prevention Unit (CLPPU) preferences via configuration parameters or customization. b. Includes a user-friendly interface as well as a clear and organized navigation system. c. Supports unique identifiers for every individual case, address, and child. d. Stores and validates data according to best practices, including use of correct field types, primary keys, and referential integrity. e. Standardizes and validates address information. f. Accommodates incoming data feeds, including: i. An automated interface with the State’s Health and Environmental Testing Laboratory (HETL) for Blood Lead Levels (BLLs); ii. An automated interface with ImmPact for BLLs analyzed at healthcare provider offices and recorded in ImmPact; iii. An automated interface with the HETL for Environmental Laboratory Data; and iv. Manual entry of BLLs and Environmental Laboratory Data by CLPPU staff. g. Accommodates data outputs, including: i. Required quarterly reporting to U.S. Centers for Disease Control and Prevention consisting of child, address, BLL, and Lead Inspection activity in structured, formatted files. h. Assigns task-based workflows to all processes, which: i. Are configurable by CLPPU; ii. Allow for case creation and task management based on a child’s BLL or address (i.e., properties without an associated child with Lead Poisoning); iii. Include a document container with document upload and download functions, and a minimum storage capacity of fifteen (15) documents per case; iv. Include a communication trail feature, which gives users the ability to enter dates and notes for emails and phone calls; v. Include ability to create, update, and easily access case-specific notes; vi. Include ability to track case compliance dates and enforcement actions CLPPU takes, including fines issued for non-compliance with State laws and regulations; vii. Allow tracking and approving invoices; and viii. Allow users to create and auto-populate documents, such as form letters and emails, based on specific criteria and with the ability to manually enter and edit auto-populated fields and use an approved electronic signature (AdobeSign or DocuSign). j. Supports reporting capabilities, including: i. Ability to drag and drop fields for fast ad-hoc report generation; ii. Querying against the raw data; iii. Standard, pre-made reports on key performance indicators such as counts, dates, people, places, early warnings on irregular data; and iv. Dashboards with pre-made analytical visualizations on program specific metrics.
