Specifications include, but are not limited to: The Vermont Land Access and Opportunity Board (LAOB) was created by the Vermont General Assembly in Act 182 of 2022, in order to promote improvements in access to woodlands, farmland, and land and home ownership for Vermonters from historically marginalized or disadvantaged communities who continue to face barriers to land and home ownership. Review the legislative history leading to creation of the LAOB under Act 182, including the legislative history of H.273, and meet with advocates, legislators and legislative counsel, in order to develop a deep understanding of the history and purpose of the LAOB. Review parallel efforts in Vermont to promote equity, diversity, inclusion and justice, address structural racism, and improve outcomes for Vermonters from historically marginalized or disadvantaged communities. This can include the work of the Office of Racial Equity, the Truth and Reconciliation Commission, the Health Equity Council, and the Environmental Justice Advisory Council, among others. Research efforts in other jurisdictions across the United States to provide equitable access to housing and home ownership, woodlands and farmlands, in order to identify proven and secure legal and funding models for the work of the LAOB. As needed, attend LAOB meetings, LAOB committee meetings, and work with designees of the LAOB and VHCB to refine and focus the scope of legal analysis required under Act 182. Provide legal analysis and recommendations to the LAOB regarding how best to structure the programs and work of the LAOB to achieve the goals of Act 182 while minimizing or mitigating any identified legal or constitutional risk. Support the LAOB, VHCB and any other consultants hired to produce the Section 22c report, including by drafting sections of the report relevant to the work of consultant. Support the LAOB and VHCB as needed during the 2023 legislative session to present the Section 22c report to the General Assembly and its committees.
