Specifications include, but are not limited to: The University System of New Hampshire (hereafter referred to as USNH or Owner) representing the University of New Hampshire in soliciting proposals on behalf of the Piscataqua Region Estuaries Partnership (PREP) from qualified consultants to conduct a communications audit and develop a corresponding strategic plan for future PREP communications including roll out for the 2023 State of Our Estuaries report. This project will enhance capacity of PREP staff to share relevant research, science, restoration and grant opportunities, technical assistance, and more with target audiences across the 52 municipalities in the Piscataqua Region Watershed; Results of this project will be used by PREP staff to inform current and future communications for PREP products including but not limited to the State of Our Estuaries report and roll out, Piscataqua Region Environmental Planning Assessments, technical advisory committee, habitat and restoration efforts, and more. Task 1: Conduct a Communications Audit to analyze and evaluate current and potential communication channels, audiences, and messaging. Consultant will facilitate a process with PREP staff and partners to complete a communications audit. The audit will include a comprehensive review of PREP’s communications, feedback from stakeholders, and an analysis of what improvements should be made. Task 2: Develop a strategic plan for implementing best practices informed by the communications audit. Consultant will lead the development of a communications strategic plan that includes the purpose of the plan, target audiences, messages for each audience, plans for communicating messages effectively. Task 3: Develop standard operating procedures for newsletter content, social media posts (Twitter, Instagram, and Facebook), annual report development, habitat report development, website maintenance and content. Consultant will facilitate a process with PREP staff to review current practices and integrate best practices for reaching target audiences. Deliverables will include but not be limited to standard operating procedures for generating and publishing newsletter, website, and social media content. Task 4: Development of an outreach and engagement strategy for the 2023 State of Our Estuaries report and supplemental documents (Municipal Guide, Citizen Guide, Data/Online report, website). Consultant will facilitate a process with PREP staff to develop an outreach and engagement strategy for the 2023 State of Our Estuaries report with input from the PREP Management Committee. Process will include development of a plan and associated outreach products. Task 5: Deliver materials to PREP. The communications audit, strategic communications plan, operating procedures for communications, roll out plan and outreach products for the State of Our Estuaries report will be transferred to PREP’s Sharepoint.
