Specifications include, but are not limited to: The Kansas Department of Corrections has established a 501(c)(3), the KDOC Institute, as authorized by the legislature. The purpose of the KDOC Institute is to manage funds raised for renovating and building career campuses for education and other programs and spiritual services for incarcerated citizens. This RFP is to contract with a vendor to build the necessary fiscal, human resources, and administrative functions of this non-profit entity. KDOC is recruiting for an Executive Director for the KDOC Institute, who will work with the vendor as the processes, policies, procedures and infrastructure are built, to take over from there. KDOC does not have experience with non-profit organizations, and thus requires these services to put this foundation in place. For a small non-profit, these services: Set up accounting and fiscal management, including tracking and reporting, with the right management tools and best practices; tracking raised funds; grant reporting; compliance reporting; any IRS requirements, including IRS Form 990; and otherwise so that the KDOC Institute can raise funds, private and public, individual, corporate, foundation, and otherwise; and can track and report those funds as required; as well as pay for staff, costs, and otherwise. This potentially includes: • Structure general ledger, chart of accounts, setup assistance • Monthly accounting support: accounts payable, accounts receivable, deposits and receipts, bank reconciliation • Payroll preparation • Preparation of management reports • Financial report preparation for board meetings • Grant tracking and reporting • Preparation of IRS Form 990 • Preparation of annual 1099’s • Preparation of schedules for independent audit, assistance with audit completion • Budget preparation assistance, reporting and analysis Set up strong governance and strategy, with strategic guidance and through reporting to the board, funders, the KDOC, the legislature, and other stakeholders. Link mission, vision, strategy and create meaningful plan documents that support the work. This potentially includes: • Governance training • Executive mentoring and coaching • Board retreat facilitation • Strategic planning documents • Outcomes and impact measurement and reporting • Survey assistance Administrative structure with appropriate policies and procedures related to fundraising, managing raised funds, construction management, and otherwise, in coordination with the selected vendor for the campaign feasibility study, and in coordination with KDOC and Kansas Department of Administration rules, regulations, policies and procedures related to purchasing, procurement and fiscal management. Also, support the new Executive Director in development of any policy, procedure or practice needed to administer the KDOC Institute. Ensure proper procedures are in place for managing the Board of Directors; for managing the corporate issues; for managing IRS requirements; and otherwise addressing all requirements for the administration of a non-profit.
