Specifications include, but are not limited to: 4.1. General Specifications Contractor will recycle and refurbish traffic sign plates. Pricing should include the following: 4.1.1.Provide containers for accumulating and storing used aluminum traffic sign plates at County facility. 4.1.2.Pick-up used sign plates from containers. 4.1.3.Evaluate plates for usability. 4.1.3.1. If in good condition, provide a list of quantities and sizes available to County. 4.1.3.2. If plates are bent, have holes, irregular edges, are below minimum thickness requirements, or have any other deformation that would render them unusable, they should be separated and weighed. 4.1.4.Clean existing sign sheeting off re-usable plates. 4.1.5.Provide clean usable sign plates or refurbish into completed traffic signs. 4.1.6.Deliver signs to County. 4.1.7.Contractor to provide scrap credit for unusable plates at the current per pound local fair-market aluminum scrap rate. Credit for this to be shown on invoices. 4.2. Item Specifications 4.2.1.New sign faces shall be MUTCD compliant and will require additional 3M #1160 Graffiti Proof (GP) overlay film (or equivalent), as instructed by County. 4.2.2.Industry standard (FHWA/MUTCD compliant) materials and manufacturing. 4.2.3.All signs provided and bare plates shall have a minimum of .070 gauge thickness. They shall be flat, both sides free of all old sheeting, stickers, glue, oil, etc. They shall be smooth milled ready to accept paint or pressure sensitive sheeting. 4.2.4.All recycled sign blanks shall be stripped using a mechanical process. Stripped sign blank thickness shall not be reduced more than 0.10” from original .080 gauge thickness. 4.2.5.The finished signs shall be clean and free from all burrs, sharp edges, delaminated reflective sheeting and aluminum marks. Signs with any defects or damage that would affect their appearance or service ability will not be acceptable. No air pockets or bubbles shall exist between the sheeting and the base material. 4.2.6.Legend may be either silkscreen ink or overlay film process with UV resistant qualities. Substrate and legend shall have 10-year minimum field life expectancy. 4.2.7.Gross square footage of shapes (octagon, triangle, etc.) will be used for calculation purposes. (Example: 24” octagon equals 4.0 square foot). 4.2.8.All finished Warning signs shall have fluorescent yellow Type XI substrate (3M Diamond Grade or equivalent). 4.2.9.All finished School signs shall have fluorescent yellow green Type XI substrate (3M Diamond Grade or equivalent). 4.2.10. All finished Regulatory signs shall have white Type XI substrate (3M Diamond Grade or equivalent). 4.3. Packaging: 4.3.1.Completed finished/sheeted signs shall be packaged for shipment with packaging materials conforming to sign sheeting and ink manufacturers packaging and shipping recommendations. 4.3.2.Complete finished/sheeted signs and bare plates shall be bundled in groups of ten (10) or less, and bundles shall only contain finished signs of same sign code & size or bare plates of the same size. No mixing of sign codes or plate sizes within same bundle. 4.3.3.Signs and bare plates shall be packaged in suitable containers (e.g. box, crate, and/or pallet), that will protect them from damage and deterioration during shipment and storage. 4.3.4.Completed finished/sheeted signs shall have a protective slip-sheet, foam wrap, cushion liner or some other suitable protective measure that is approved or recommended by the sheeting manufacturer. 4.3.5.Containers/bundles shall designate the item within by item number and by whatever description is needed to ensure that Pima County has readily available information on the signs is an acceptable method of identification. 4.3.6.Completed finished/sheeted signs shall not be packaged until they have properly dried and/or cured. 4.3.7.The slip-sheet, protective wrap or liner shall be easy to remove and not stick to any portion of the sign image.
