Specifications include, but are not limited to: Financial advisor for third party steam project; As part of a long-term utility planning process, West Virginia University (“University”, “we” or “us”) expects to commence a solicitation process for a third party (“Energy Partner”) to provide steam to our Morgantown, West Virginia campus. Ensuring a long-term, reliable, safe, efficient and cost-effective supply of steam to the University’s campus is our most immediate concern and objective of this effort (the “Project”). We understand that solicitation responses related to steam supply may include recommendations for the cogeneration of electricity, chilled water and other utilities important to the University. We will consider these options as a potential part of the Project, should they make economic and strategic sense to the overall utility infrastructure of the University. The relationship with the selected Energy Partner will be structured in the most advantageous way to meet University objectives. At this point, the University envisions some form of a public/private partnership, whether in the form of a concession agreement, design-build-finance-operate-maintain agreement or some other transactional structure (“Project Agreement”), and some options may require new construction on property that will be owned by the University.
