Specifications include, but are not limited to: The purpose of this procurement is to produce an Alignment Alternatives Development Study for potential routes to relocate and replace the portion of existing SR 361 which will be closed to the public due to the Navy’s FRTC expansion. The alignment alternatives developed as part of this study will be considered in the subsequent Planning and Environmental Linkage process and the National Environmental Protection Act (NEPA) process. Alternative alignments would generally run north and south, and would connect with the existing SR 361 at two (2) locations: one (1) south of the town of Middlegate, and the second just north of the area described as Gabbs Airport. There are currently no existing improved roadways in the anticipated project vicinity. The replacement road is estimated to be approximately twelve (12) to fourteen (14) miles long, and would be built to current DEPARTMENT standards for a two (2) lane rural roadway, including standards for drainages and bridge structures. This study will develop the criteria for developing and evaluating alternative alignments for the relocated SR 361. The Planning and Environmental Linkage process will be followed to provide input into the subsequent NEPA processes.
