Specifications include, but are not limited to: The Woonsocket Police Department has secured funding for the evaluation of a Law Enforcement Assisted Diversion: Engagement & Retention (LEADER) in Treatment at 242 Clinton St, Woonsocket, RI. LEADER in Treatment is a pre-prosecution diversion program that serves individuals at high risk for overdose or suffering from substance use disorder by implementing a law enforcement diversion program that incorporates a variety of multidisciplinary overdose prevention, response, diversion, and referral models. LEADER in Treatment is a pre-prosecution diversion program that serves individuals at high risk for overdose or suffering from substance use disorder by implementing a law enforcement diversion program that incorporates a variety of multidisciplinary overdose prevention, response, diversion, and referral models. The evaluation team will work with the LEADER program staff to identify the key issues they want evaluated and then conduct the data collection and analysis of these components. The evaluation team will assist the Project Coordinator in establishing data collection processes, analyze the data, and provide regular feedback to the team throughout the project. Feedback will include a year one process evaluation report, year two implementation evaluation report, year three impact evaluation report, quarterly financial reports, and quarterly performance measurement reports. They will contribute to the development of dissemination resources, such as manuscripts, policy briefs, and meeting reports. They will also participate in COSSAP grantee meetings in years 2 and 3. Through this RFP, the Woonsocket Police Department is seeking a Successful Proposer to assist with the evaluation of the LEADER program. The Police Department envisions that the Successful Proposer take the role of Principal Investigator and will recruit, employ, and supervise four staff who will be assigned to the LEADER program which will be launched in the Fall of 2022.
