Specifications include, but are not limited to: The Contractor, the Contractor’s agents, representatives, and subcontractors (“Contractor”) shall provide all equipment, materials, labor, and professional services for the plugging of the oil and/or natural gas well(s) identified herein, and the reclaiming of all land disturbed in association with those plugging operations in accordance with West Virginia Code §§ 22-6-23, 22-6-24, and all rules promulgated thereunder. A. Contractor shall perform Contract work (i.e., site preparation and permitted well work) during the days of Monday through Friday. Work will not be conducted on weekends or state/national holidays except with Department approval or during emergency situations. A workday is defined as a maximum of ten (10) hours; however, additional hours may be worked with Department approval or during emergency situations. B. Contractor is responsible for tracking daily time and material utilization for the purpose of invoicing. The Department shall confirm daily expenditures at the conclusion of each workday. Any disputes related to time and/or material usage determinations should be made in writing to the Project Coordinator. C. All in-stream work required in association with the project shall be performed in accordance with all applicable local, state, and federal requirements. D. Toilet facilities will be provided by the vendor but will not be a separate line item in the contract. The well is currently leaking gas and produced water at the surface between the 10-3/4" casing and the 8-5/8" casing. The well head is under pressure, the amount of pressure is unknown. No soil or water sampling will be required for this plugging project. Trees and underbrush will need to be cut and stacked to gain access to the well. All trees that are cut can be stacked and left on location. There is a road that leads to the well site that can be utilized. The E&S controls that are required by OOG will be installed by the contractor. The service road to the well site does cross a stream. The stream crossing has a 48" x 12' culvert, a second culvert may be needed to widen the road for plugging equipment. There is no storage tank at the well site and the production line has been removed from the well head. OOG will contact locate 811 to mark all sub surface utilities.
