Specifications include, but are not limited to: Engineers licensed to practice in the State of Vermont are hereby requested to submit proposals for engineering and design services in support of the survey, design and permitting of a new structure to replace the existing outlet control structure from Snow Lake Dam that is crossed by South Access Road (TH-3) in Dover. The intent of this project is to have complete plans and permits in place to position the Town for future funding opportunities to remove the Dam and replace it with a with a single structure that meets the bankfull channel width of the river. The new structure will be designed with a span and vertical clearance that accommodates the North Branch Deerfield River (“NBDR”) through all appropriate flow events in accordance with the VTrans Hydraulics Manual. In addition to the replacement structure at South Access Road, this project includes stream channel restoration design to connect the NBDR from the upstream end of Snow Lake through the new structure and into the existing downstream reach, as Snow Lake will be taken off stream. The Town of Dover will retain an engineering firm to provide the following services: A. Preliminary Engineering Review all existing information and complete required fieldwork and initial analysis for preliminary project design. We anticipate this could include: field survey work necessary to characterize the crosssection; survey of the ROW and existing topography; determination of existing utility locations both underground (water and sewer if present) and aerial (electric and telecommunications); ground survey; natural resource mapping; longitudinal profile and sediment quantity; wetland delineation; natural resource impacts, including groundwater impacts; hydrology and hydraulics modeling if necessary; sediment management planning if necessary. It will be important to characterize the expected bed features and channel profile to better understand the post project habitat quality and aquatic passage. B. Permit Preparation The contractor will complete and submit necessary local, state, and federal permit applications, including time to meet with permitting agencies. This is anticipated to include: USACE Section 404 General Permit, Vermont Dam Order from DEC, local flood hazard bylaw permit requirements, a Vermont Construction General Permit, and a Vermont Wetlands Permit. C. Preliminary Plans Preliminary plans (30% completion level) will be in accordance with the Town of Dover’s Highway Specifications, the requirements of the Vermont DEC Dam Safety Program, the 2018 VTrans Standard Specifications for Construction, the hydraulic study, the current editions of the Vermont State Standards for Roadways and Bridges, the Public Rights-of Way-Accessibility Guidance issued by the US Access Board, and the most recent edition of the Manual on Uniform Traffic Control Devices. If a bridge is selected as the replacement structure, the structure will be designed to meet HL-93 traffic loading. The preliminary plans will contain: Title Sheet Typical Sections Base Plan with a project centerline and existing ROW information Horizontal and Vertical Control Points Proposed Stream and Roadway Profiles Cross Sections (25-ft increment and key locations) Driveway Treatments (as applicable) New Structure Details (typical sections, footings, stone fill, etc.) Drainage Details Erosion Prevention and Sediment Control measures and details Signs (as applicable)
