Specifications include, but are not limited to: The METRO Blue Line Extension (BLRT) is planned as a light rail transit (LRT) line that would connect Target Field Station in Minneapolis to Oak Grove Station in Brooklyn Park. The METRO Blue Line Extension (BLRT) originally planned to share right-of-way with Burlington Northern Santa Fe (BNSF) railroad along portions of the alignment. After significant negotiation with BNSF, no agreement was reached for this shared right of way necessitating further analysis for the corridor to connect these two stations. The BLRT Project intends to maintain the existing alignment as much as possible, serving the corridor cities of Brooklyn Park, Crystal, Robbinsdale, and Minneapolis. The greatest change in alignment would be in the Cities of Minneapolis and Robbinsdale. Hennepin County Housing & Economic Development supports community efforts to capitalize on regional infrastructure investments and realize optimal development patterns aligned with community visions. The goal of this solicitation is to support the City of Crystal in leveraging the opportunities and addressing the challenges of the BLRT alignment and station location. Crystal is a fully developed suburb with cherished small businesses and a small-town community feel. The BLRT provides opportunities to improve the current circulation in the corridor and presents opportunities for improving pedestrian connectivity and redevelopment and building on the community’s existing quality of place. The consultant will evaluate future redevelopment opportunities, improved pedestrian and bike circulation, and parking options that support a high-quality public realm in the station area. The consultant will develop recommendations on capitalizing on the transit amenity, strengthening multimodal access, and providing for a mix of housing, jobs, and services options that strengthen the existing character of the area and community.
