Specifications include, but are not limited to: Task 1: Project Management, Preparation, and Communication It is anticipated that the consultant shall establish a clear and consistent communication framework for the duration of the project. The consultant shall coordinate and attend two project meetings with City staff and one final public meeting to present the study findings. 1. Project kick-off meeting to introduce the project, finalize schedule, establish project goals, and commence technical work. Agenda items for this meeting include discussion of study area geographic extent, data collection needs, and the model roadway network at this meeting. 2. Project progress meeting at a point near or following study findings. 3. Public Presentation. Task 2: State Street One-Way To Two-Way Traffic Conversion Analysis The consultant will perform an analysis of the benefits, impacts, and feasibility of converting State Street, from the Memorial Bridge to Middle Street, to two-way traffic flow. A design horizon year of 2032 is to be modeled. An analysis must also be conducted of the impacts when the Memorial Bridge is raised to allow ship traffic to pass under the bridge on the Piscataqua River. When the drawbridge is raised, vehicle queues extend back along State Street and Chapel Street. The analysis must include not only the impacts to State Street, but to any streets or intersections significantly impacted by the conversion. Included in this report should be the feasibility and estimated cost to complete these changes along with projected timelines for these changes. The results of the analysis, along with recommendations, shall be presented to the Parking and Traffic Safety Committee. Task 3: Penhallow Street and Chapel Street Reverse Flow Analysis The consultant will perform an analysis of the benefits, impacts, and feasibility of reversing the one-way flows on Penhallow Street and Chapel Street, between State Street and Bow Street, with and without the possible two-way traffic flow conversion of State Street. Again, an analysis must also be conducted of the impacts when the Memorial Bridge is raised to allow ship traffic to pass under the bridge on the Piscataqua River. When the drawbridge is raised, vehicle queues extend back along State Street and Chapel Street. The analysis must include not only the impacts to Penhallow Street and Chapel Street, but to any streets or intersections significantly impacted by the conversion.
