Specifications include, but are not limited to: A. Milestone 1: 1. Develop a data informed, comprehensive, strategic enrollment management planning model, with an emphasis on retention and completion, leading to a documented plan. 2. Provide baseline data (college-wide and division level) to include the following: a. Cost/revenue analysis by student type and instructional cost center; b. Analyze net revenue generated by each student type and instructional cost center over time (longitudinally); c. Analyze success point (set by Johnson County Community College) revenue by student type; d. Analyze retention data by student type, demographics, and instructional cost center; e. Analyze completion data by student type, demographics, and instructional cost center; f. Analyze retention and completion data of various course formats (i.e. on-line, accelerated, and 4-5-8-12 week courses, etc.) by student type, demographics, and instructional cost center; and g. Provide a report of data analysis/Milestone 1 deliverables and provide presentation(s) to identified audiences. h. Conduct data collection including obtaining labor statistics for employment opportunities, hiring trends, unique skill sets expected by employers which may not align with standard occupational classifications. Based on the information collected, analyze the potential demand for these occupational jobs and forecast the potential for new-student enrollment opportunities. B. Milestone 2: 1. Analyze enrollment processes (marketing, advertising, recruitment, admissions, registration, advising/counseling, financial aid, testing etc.) and provide recommendations. a. Conduct site visits and student focus groups at the college and provide college-wide specific feedback; b. Identify opportunities to simplify the enrollment process while enhancing student preparedness and success; c. Review admission application and procedures; d. Review current marketing and recruitment strategies and provide suggestions to increase matriculation of students for completion and transfer; e. Identify opportunities to re-engage with non-returning students; f. Share test practices and benchmark metrics of comparable institutions as well as best in class institutions; g. Provide a report of process analysis/Milestone 2 deliverables and provide presentation(s) to identified audiences. 2. All reports, recommendations, presentations for Milestones 1 & 2 must be completed and submitted no later than April 15, 2023. C. Milestone 3: 1. Provide recommendations and guidance in a written Strategic Enrollment Management Plan to establish retention, completion, and recruitment projections and targets based on baseline data, mission, revenue potential, market research, and benchmark institutions. a. Targets set college-wide, by division, by instructional cost center, student type, and demographics; and b. Recommendations for instructional program growth and discontinuation. 2. Provide recommendations and guidance to optimize course scheduling, capacity, & utilization. a. Survey students to identify preferences for course formats, location, and days/times; b. Analyze capacity for enrollment growth taking into account existing and planned facilities to forecast and set enrollment targets; and c. Set targets for course scheduling and space utilization 3. Provide recommendations for optimal enrollment size (system-wide and college level) and the resources/overhead needed to support. 4. Provide written recommendations and guidance to align the institution (JCCC) with enrollment goals. a. Set guidelines to ensure appropriate return on investment for all processes outlined in this RFP. 5. Provide presentations to identified audiences throughout the process to engage and elicit feedback from the college community. a. Conduct meetings with administration and JCCC Strategic Enrollment Management (SEM) leaders to finalize a SEMP. Once approved in concept, proceed with a written plan and present a condensed version as a PowerPoint presentation and executive summary to encourage constructive discussions as they pertain to the Strategic Enrollment Management Plan. b. Provide a final report no later than June 15, 2023, of all data analysis work and recommendations including the Enrollment Management Planning Model and the written Enrollment Management Plan.
