Specifications include, but are not limited to: Develop short and long-range benefit goals and strategies. Partner with City of Wichita staff in the administration of all group benefit plans including responding to questions from and providing information to staff and providing benefits-related advisory services throughout the term of the contract. Review and analyze claims experience, trends, claims service and administration to ensure maximum benefit to the City of Wichita. Determine and recommend the most cost-efficient funding methods for benefit programs. Prepare and issue competitive Request for Proposals (RFPs) based on product specifications from insurance or administrative entities that specialize in group benefit plans based on the program expiration dates stated in Section III, or additional programs as requested. Evaluate proposals and submitting vendors, including administration, coverage, claims, customer service, networks, reserve establishment policies financial solvency and reporting and flexibility.
