This combined synopsis/solicitation for commercial items is prepared in accordance with the format at FAR Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested.
The solicitation number for this request for this request for quotations (RFQ) is W913E521Q0018. This requirement is a total set-aside for small business concerns.
The associated North American Industry Classification System (NAICS) code is 334513 - Instruments and Related Products Manufacturing for Measuring, Displaying, and Controlling Industrial Process was determined to best represent this requirement. Small business size standard is 750 employees.
The United States Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Cold Regions Research & Engineering Laboratory (CRREL)’s Signature Physics Branch has a requirement for one (1) Airflow Resistivity Meter (ARM) to measure static airflow resistivity and Forchheimer’s nonlinear constant in porous media. The required specifications are listed below.
Airflow Resistivity Meter Requirements:
• Measure and control airflow with a reference accuracy no less than:
o 0.006 m/s, from 0 m/s to 0.3 m/s, and
o 0.04 m/s, from 0.3 m/s to 1.5 m/s.
• Measure differential pressure with a reference accuracy no less than:
o 0.2 Pa, from 0 Pa to 10 Pa,
o 2 Pa, from 10 Pa to 100 Pa, and
o 175 Pa, from 100 Pa to 8000 Pa.
• Transparent specimen holder.
• Specimen holder diameter of 100 mm.
• Hold specimens with a maximum thickness of at least 50 mm.
• Hold specimens consisting of semi-rigid media, as well as granular media (both fine and coarse).
• Function to a temperature as low as -10 degrees Celsius
• The ARM must be supplied with Windows compatible software for the purposes of data acquisition and hardware communication.

The Government intends to award a firm fixed-price contract resulting from this solicitation to the lowest price technically acceptable (LPTA) responsible quote.
