Specifications include, but are not limited to: FSD is seeking to enter into a contract or contracts with one or more qualified companies to provide banking services and financial education for youth, inclusive of ages 14 through 17, in DCF custody. Banking services and financial education are inclusive of: 1.1.1. account setup and enrollment assistance; 1.1.2. checking and/or savings account(s) access; 1.1.3. debit and/or payroll card access; 1.1.4. online and mobile banking access; 1.1.5. cash access at the point of sale and/or Automated Teller Machines (“ATMs”); 1.1.6. detailed periodic reports for the State; 1.1.7. financial literacy training materials; and 1.1.8. any other professional banking services similar to banking industry standards and as agreed upon by the Contractor(s) and the State for the efficient administration of the Youth Banking Program.
