Specifications include, but are not limited to: The City of Rutland, Vermont is soliciting Statements of Qualifications for Construction Inspection Services for the above referenced project. The project consists of construction of a 10-foot-wide multi-use, paved path, connecting Segment 2 to Segment 4. The purpose of the project is to construct a 10-foot-wide multi-use paved path on the west side of East Creek from the driveway at Meadow Street Park, across a new pedestrian bridge, through an easement on Green Mountain Power’s parcel to West Street and then east to the intersection of West Street and Segment 2 in Rutland City. The project involves grading, subbase, bituminous concrete paving, pavement markings, precast concrete block retaining wall, a new pedestrian bridge spanning East Creek, signage and erosion controls. The project is managed locally by Susan Schreibman, Municipal Project Manager (MPM). The owner of the project is the City of Rutland and the ultimate authority for the construction inspection services consultant during the project rests with the City of Rutland Board of Aldermen, through its Municipal Project Manager. The municipality has also contracted with Jack Grieshober of Weston & Sampson (Design Engineer) to provide engineering support during the construction phase. The project is being developed through the Municipal Assistance Section (MAS) of the Vermont Agency of Transportation (VTrans). Although the project is managed locally, the use of Federal and State (as applicable) funds requires that permitting, environmental, and right-of-way (ROW) processes follow pertinent Federal and State regulations. One requirement of locally managed Federal Aid projects is that the municipality provides the necessary oversight of the construction phase.
