Specifications include, but are not limited to: The State of Vermont (hereinafter the State) is seeking proposals for the administration and implementation of the Vermont Vehicle Emissions Repair Assistance Program to provide financial assistance to low-income Vermonters for the proper diagnosis and repair of vehicles failing the emissions test component (On-Board Diagnostic, or OBD) of the annual Vermont vehicle inspection. Up to $125,000 is available for administration and implementation of the Program, with an additional $50,000 available for start-up, outreach and education work (as depicted in Table 1, below) for an initial contract length of one year with the potential option for three additional years dependent upon legislative funding reauthorization, which is expected to be largely influenced by Program success. Based on the outcomes of the initial year, the State anticipates the ability to amend the contract which can last up to three additional years. It is the intent of the State that this Program be implemented long-term.
