Specifications include, but are not limited to: The City is seeking to work with a qualified, professional executive search firm or consultant with familiarity and experience recruiting local government executives in Wisconsin. The scope of work outlined below should not be viewed as rigid and the search firm or consultant is encouraged to offer alternative or additional efforts for this project where he/she believes appropriate ✓ The successful search firm or consultant will designate a recruitment specialist to work with the City Council to develop a candidate profile with the City’s desired qualifications and experience necessary for the position of City Manager of the City of Janesville. ✓ The recruitment specialist will be required to make at least two visits to Janesville to develop the candidate profile. During the visit to the City, the recruitment specialist will: o Hold individual meetings with members of the City Council. o Hold at least two focus groups with community members and business/institutional representatives and two focus groups with City employees, followed by a Work Session with the City Council. Coordinate any applicable surveys and summarize responses. o Based on the agreed-upon candidate profile, the recruitment specialist shall recommend to the City Council a salary range for the position, an advertising plan to attract a diverse pool of qualified candidates, and a mutually agreeable timeline for the recruitment. ✓ The recruitment specialist will then undertake the necessary actions to advertise for and recruit a diverse pool of candidates who qualify based on the candidate profile, which includes conducting screening interviews with candidates and holding at least one meeting with the City Council to review a list of qualified candidates. ✓ The recruitment specialist should be prepared to help the City Council to narrow the pool to five to ten (5-10) candidates that it believes are most qualified to serve as the next City Manager of the City of Janesville based on the candidate profile and the recruitment specialist’s understanding of the City Council’s desires. ✓ The recruitment specialist will: o Develop a job announcement, recruitment brochure, and recruitment timeline. o Provide 10 copies of reports to the City Council on the background, strengths, and accomplishments of the top candidates. o Facilitate the processes for up to four stages of interviews, including assisting with some suggested interview questions. These interviews include: • First-round interviews with the City Council and each candidate. • Citizen Panel interviews and feedback session with select members of the community and each candidate. • Department/Division/Office Head and Union Leaders group interview and feedback sessions with each candidate. • Second-round interviews with the City Council and each finalist. o Facilitate a Community Engagement Reception and an informal reception/dinner with all candidates. o Coordinate any applicable assessments.
