Specifications include, but are not limited to: The State of Alaska, Office of Procurement and Property Management (OPPM), Department of Environmental Conservation (DEC), Division of Water is soliciting proposals for State of Alaska Clean Water Act (CWA) Section 404 Program Assumption and updating State of Alaska’s Wetland Program Plan. In House Bill 281, it is the Intent of the Legislature that funding is appropriated for the purpose of the Department of Environmental Conservation to complete a feasibility study on the assumption of primacy of section 404 of the Clean Water Act. The goal of this project is to provide legislators with a persuasive and factual feasibility report which supports the request for necessary Department resources to form and implement §404 assumption beginning in State Fiscal Year 2024.
