Specifications include, but are not limited to: a. Waikele watershed - This RFP will focus on funding implementation projects that prevent or reduce polluted runoff in the Waikele watershed on the island of Oʻahu. The Waikele Watershed Plan was approved in May 2022 and PRC is providing support for the plan by prioritizing water quality improvement projects in the Waikele watershed.; b. Other Eligible 319(h) Watersheds - Although there is a preference for implementation projects located in the Waikele watershed, project proposals in other locations that have an approved watershed-based plan or alternative plan will be considered. Eligible watersheds are listed in Appendix 2 of this RFP.; a. Project Effectiveness Monitoring Plan – The Project Effectiveness Monitoring Plan must identify monitoring methods and describe monitoring activities for each method that will be used to evaluate the project’s environmental impacts, behavioral changes, and overall effectiveness. The project effectiveness monitoring plan shall also include map(s) of monitoring sites/locations, frequency, and equipment/supplies used. A Quality Assurance Project Plan (QAPP) or Sample Analysis Plan (SAP) may be required if water quality monitoring is proposed. All Project Effectiveness Monitoring Plans, QAPPs, and SAPs must be approved by DOH prior to implementation.; b. Quarterly Status Reports (QSR) – Each QSR must be submitted on a quarterly basis (January 15, April 15, July 15, and October 15 of each respective calendar year following the effective date of the contract) and provide the status of all project activities, a narrative progress report, a description of pollutant load reductions, problems encountered, a description of significant findings, a description of tasks expected to be completed in the next reporting period, and all relevant documentation. ; c. Quarterly Grant Fund Expense Reports (Expense Reports) – The Expense Reports must be submitted simultaneously with the QSRs and provide a detailed summary of the grant funds and match funds expended on the project for the applicable quarter and cumulatively.; d. Final Report – The Final Report shall be submitted to document the benefits, outcomes, and accomplishments of the project. The Final Report shall include the project site description, a final tally and summary of all installed BMPs (as applicable), methods used to achieve the objectives of the project, analyses showing trends in water quality monitoring (if applicable), water quality improvements achieved by the project, a detailed evaluation of the project’s outcomes, and a discussion of the successes and challenges encountered during the project period.
