Specifications include, but are not limited to: The State of Maine Department of Transportation (“MaineDOT”) is seeking Technical Proposals for the design of the Llewellyn Estes Bridge #1 (1472) WIN 022512.01 and #2 (2806) WIN 022511.01 which carry Stillwater Avenue over the Stillwater River in Old Town. MaineDOT may enter into a Construction Manager/General Contractor contracting method for the delivery of this project, where the successful Consultant will be required to work with a Contractor during the design process. MaineDOT will retain geotechnical services through GZA, and composite beam design services through Advanced Infrastructure Technologies (AIT Composites). MaineDOT will award a contract for three (3) phases of work. The resulting contract will initially include the Pre-Construction Services of Preliminary Design and Final Design (Phases 1 and 2, respectively), and will be modified to include Design Support during Construction (Phase 3) just prior to the start of construction. 1) Consultant Services Required: a. Obtain and review available data and information. b. Perform site visit/field reconnaissance. c. Perform subsurface investigation. d. Prepare and develop an amended Preliminary Design Report. e. Perform pavement design. f. Perform signing and pavement marking design. g. Design and submit final approach plans. h. Perform lighting design. i. Design and submit interim structural and traffic maintenance plans (30%, 60%, and 90%) for review and comment. j. Design and submit final structural and traffic maintenance plans. k. Perform in-depth constructability review of structural plans. l. Perform and submit design computations. m. Perform and submit independent check of structural design. n. Prepare and submit interim specifications and/or special provisions with the 30%, 60%, and 90% plan submittals. o. Prepare and submit interim Engineer’s Estimates, including quantities and cost, with 30%, 60%, and 90% plan submittals. p. Prepare and submit final specifications and/or special provisions. q. Prepare and submit final Engineer’s Estimate, including quantities and cost. r. Prepare and submit LRFR bridge load ratings for the new bridge(s). s. Prepare and submit design schedules that may incorporate early construction package releases. t. Prepare and submit construction schedules at the 30%, 60%, and 90% plan submittal. u. Participate in up to three (3) Formal Public Meetings. i. Participation includes the preparation, distribution, and presentation of meeting plans and documents. ii. These meetings may be held in person, virtually, or a combination of both. v. Participate in up to twenty-four (24) MaineDOT/Consultant Team meetings. i. These meetings may be held in person, virtually, or a combination of both. ii. Prepare and distribute meeting agendas, presentation material, and minutes. w. Participate in up to fifteen (15) Technical Meetings with design stakeholders. i. These meetings may be held in person, virtually, or a combination of both. ii. Prepare and distribute meeting agendas, presentation material, and minutes. x. Participate in and facilitate up to fifteen (15) MaineDOT/Consultant/Stakeholder meetings. i. Provide a Facilitator who will coordinate, schedule, and direct meetings as well as prepare and distribute meeting agendas, presentation material, and minutes. y. Assist MaineDOT’s Creative Services Department in its public outreach by providing presentation material, documents, and meeting minutes.
