Specifications include, but are not limited to: The Department of Health and Human Services (Department) is seeking administration services for Enforcing Underage Drinking Laws (EUDL) in the State as defined in this Request for Proposal (RFP) document. This document provides instructions for submitting proposals, the procedure and criteria by which the awarded Bidder will be selected, and the contractual terms which will govern the relationship between the State of Maine (State) and the awarded Bidder. 1. Ensure a minimum of twenty (20) Law Enforcement Agencies (LEAs) from throughout the State participate each contract year in the EUDL Program. 2. Ensure a minimum of one thousand (1000) Retail Compliance Checks are conducted each contract year throughout all sixteen (16) Maine counties, refer to Table 1. 3. Ensure a minimum of one hundred fifty (150) EUDL Inspection Details are conducted each contract year throughout all sixteen (16) Maine counties. 1. Complete a Statewide needs assessment to determine resource allocation and identify underserved areas of the State. a. In partnership with the Department as needed, gather and analyze data regarding underage drinking, to include, but not be limited to: i. A list of all licensed liquor establishments in the State by location; ii. Each Prosecutorial District and/or Tribal Jurisdiction; iii. Population density as it relates to outlet density; iv. Towns and/or cities with historically high underaged drinking rates; and v. Areas with known capacity challenges to implement EUDL Strategies, including but not limited to: 1) Cops in Shops; 2) Parking Lot Surveillance;
